Reporting directly to the Treasurer, the Property Tax Collector supports the tax clerks and performs the full cycle of tax functions including collection, recording, balancing, preparing deposits and providing general information to the public.
Position Responsibilities (for additional requirements, please refer to job description) • Regularly verifying assessment data on the Municipal Property Assessment Corporation (MPAC) website, proactively making adjustments to property taxes as needed and responding to all assessment related inquiries. • Examine and update information in applicable tax systems, including ownership changes, mailing addresses, various rebate applications, property tax programs, and mortgage account information. • Responsible for scheduling and processing daily uploads including investigating adjustments for debits and credits. • Responsible for preparing and making adjustments to all billing procedures including; balancing MPAC’s information, inputting tax rates, and ensuring the accuracy of tax bills. • Provide support and direction to the tax clerks in their day to day duties. • Responsible for tax registration procedure as required; including adhering to deadlines and regulations as specified by the Municipal Act such as the sending of tax notices/statements following legislated protocols. • Conduct detailed analysis on accounts and prepare summary reports and refund requisitions where required. • Provide information and explanation in response to inquiries from taxpayers, lawyers and mortgagors, etc. through several contact channels such as e-mail and telephone. • Organize and maintain records for future updates in the tax system and undertake a variety of duties related to records retention. • Assist with cash receipting functions including; processing tax payments from various inputs (cash, cheque or online), posting, balancing, depositing and reporting. • Facilitate internal training and provide support for tax system upgrades, testing and maintenance as it relates to the tax module. • Applies penalty and interest on a monthly basis. • Ensuring all payments are set up in the tax system and followed through to completion. • Balance levies and billings pertaining to tax account adjustments for accuracy and completeness. • Identifies efficiencies to manage volume. • Process charges added to taxes, such as by-law infractions for collection. • Review and process payments in suspense. • Maintain the pre-authorized tax payment program option. • Prepare and issue tax certificates as required. • Liaise with other municipalities, government and professional organizations.
Summary of Desired Qualifications: • Completion of a post -secondary degree or diploma in a related field • 5-7 years’ municipal tax and financial experience • OMTRA certificate, or willing to obtain • Strong computer skills including Microsoft Office, and databases • Strong communication and customer service skills
Salary range for the position is $57,139 – $67,264 per annum.
