Reporting to the Project Technical Lead, the Business Analyst, PFR (Information Management Lead) will be part of a project team deploying a new recreation management system, and will be responsible for analyzing, recommending and implementing best practices with respect to all aspects of information management.

Major Responsibilities:

  • Identifies, analyzes, rationalizes and optimizes business processes, inputs and outputs, program operations and functions at a detailed level.
  • Executes the above by interviewing, documenting, and facilitating business process, requirements review /reengineering sessions with stakeholders.
  • Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
  • Identifies gaps in strategies, policies, and procedures relating to Information Management to improve information quality and effectiveness.
  • Provides leadership on information management reviews for the project including privacy, data retention, information security, and others as required.
  • Participates in the design of data and process integration initiatives between the new recreation management solution and other corporate and divisional systems
  • Designs, analyzes and documents information requirements and processes to support operational planning and management decision making.
  • Develops multiple initiatives simultaneously.
  • Prepares business cases, feasibility (including economic, organizational, operational, technical impact) studies, project charters/plans, business requirements, procedures, work instructions, manuals, design documents, user documentation and records management best practices.
  • Prepares training materials and trains users.
  • Key Qualifications: Your application must describe your qualifications as they relate to:

  • Post-secondary education in a discipline pertinent to the job function such as Applied Sciences, Engineering, Statistics, Business or an equivalent combination of education and experience.
  • Extensive experience in the development, implementation and support of information management process review, improvement and design/re-design.
  • Extensive experience in documenting and communicating business and technical requirements.
  • Extensive experience in documentation and process design techniques, process improvement methodologies, and project management methodologies.
  • Considerable experience working with recreation management information including assessing data quality, classifying and organizing data, and designing data presentation to end users online and in reports.
  • Considerable experience in information management, including the ability to facilitate sessions to identify current and optimal information management processes and identify business and technical requirements.
  • Considerable experience in designing and developing reporting and business intelligence tools.
  • Highly developed interpersonal skills with demonstrated ability to interact and communicate effectively with all levels of the organization.
  • Excellent written and oral communication skills, presentation and interpersonal skills to deal effectively with city staff, city councillors, senior management and the public.
  • Ability to prioritize multiple projects, work with cross-functional teams, set clear directions and design terms of references and project plans.
  • Ability to provide work direction to work teams associated with the project
